How come I cant add my own avatar? It doesnt give me an option to when I click 'edit avatar'

Avatars take up space and people use to have HUGE ones so I turned that option off. People who have them added them before the lock and got lucky.

Can't you just turn them back on and prohibit the large avatars? I mean it's just a suggestion. You can ban them if they have 'big ones' haha
